As of 1995, the Buildings Decree specifies legal requirements for the energy-efficiency of real estate. In response, the government implemented the Energy Performance Standard. This standard expresses energy-efficiency in a number. This is referred to as the Energy Performance Coefficient (EPC). The EPC is calculated on the basis of the building’s characteristics, the building-related systems and the standardised behaviour of its users. The lower the EPC, the higher the level of energy efficiency. The Energy Performance Standard is mainly intended for new developments, although the ambition level can also be applied to existing buildings.
The Energy Performance Standard has already been included in the Buildings Decree. Energy performance standards have also been formulated for non-civil construction. In principle, all real estate must be assessed against the Energy Performance Standard before 1 January 2008. This means there is a lot of work to do if all properties are to be screened by this date.
